Thank you for the work you are doing on so many important issues. As your constituent, I am writing today to ask you to support H3982 An Act Relative to Congo Conflict Minerals that was filed by Representative Marty Walsh on September 30, 2011. This Congo Conflict Minerals bill will place Massachusetts in the forefront of efforts to end the war and sexual violence that are devastating the Democratic Republic of Congo.
The Democratic Republic of Congo is a country that is very rich in mineral resources. For almost fifteen years, armies and militias have been fighting over this mineral wealth. This war is the world's deadliest conflict since World War ll. Almost six million people have died and hundreds of thousands of women and girls have been raped as a result of the fighting - the eastern DRC has been called "the most dangerous place in the world to be a woman."
There is an epidemic of rape in the DRC and it is connected to the minerals that we in the U.S. use every day in our cell phones and laptop computers. I believe that legislative action is one effective way to address this horrific situation. H3982 An Act Relative to Congo Conflict Minerals will prohibit the Commonwealth from contracting with companies that do not comply with federal regulations for the certification of minerals originating in the Congo. Massachusetts is the second state after California to consider this type of legislation.
